Mike Dovilla is an experienced executive with a proven record of results in the military and government, private sector, and nonprofit arena. His career includes service as an elected state representative and legislative leader, federal senior executive, and naval officer. He is a successful small business owner and certified leadership development speaker and trainer. Mr. Dovilla has a lifelong passion for serving others, particularly America’s youth, in whom he has made investments as an adjunct university professor and a dedicated volunteer mentor for more than two decades.
Mr. Dovilla served most recently as Chief of Staff of the U.S. Office of Personnel Management (OPM). As principal advisor to the OPM Director, he helped lead a federal agency of 6,300 employees that provided policy direction on public personnel management for 2.1 million members of the federal civil service and stewardship of over 900 billion dollars in federal employees’ assets. Earlier in his federal service, Mr. Dovilla served in the administration of President George W. Bush as the inaugural executive director of the Chief Human Capital Officers Council at OPM, a senior policy advisor to U.S. Senator George V. Voinovich on the Senate Governmental Affairs Committee, and a Presidential Management Fellow at the U.S. Department of State.
From 2011 to 2016, Mr. Dovilla represented more than 116,000 residents of southwestern Cuyahoga County in the Ohio House of Representatives. Applying a work ethic that lead him to more than 55,000 doors during three hard-fought campaigns in one of the state’s most competitive districts, he quickly earned the trust of constituents and colleagues as a principled yet pragmatic legislator. His peers elected him during his third term to serve as Majority Whip, capping a rapid rise through the ranks of legislative leadership that included stints as Chairman of the Public Utilities and Oversight Committees. Mr. Dovilla is the author of 15 state laws designed to spur economic development, strengthen education, protect senior citizens, support veterans, and improve government transparency and accountability.
In the private sector, Mr. Dovilla founded The Dovilla Group, a multi-client government relations firm with expertise in education, energy and natural resources, national defense, manufacturing, and other policy areas. The veteran-owned small business also provides resources for communications, nonprofit management, and leadership development. Mr. Dovilla is a certified speaker and coach with the John Maxwell Team, the world’s top leadership training company.
Mr. Dovilla is a commander in the U.S. Navy Reserve. He earned his commission in 2002 and is qualified as an Information Warfare Officer. In 2007-2008, he completed a 12-month deployment in support of Operation Iraqi Freedom. His military decorations include the Defense Meritorious Service Medal, Joint Service Achievement Medal, Navy and Marine Corps Achievement Medal, and various campaign and unit awards.
Mr. Dovilla holds a Master of Public Administration from The American University and a Bachelor of Arts from Baldwin Wallace University. He has earned a Joint Professional Military Education diploma from the U.S. Naval War College and a certificate for the Senior Managers in Government executive education program from the John F. Kennedy School of Government at Harvard University. He is an engaged alumnus of the American Marshall Memorial Fellows Program.
As a volunteer, Mr. Dovilla has mentored and advised college students for over 20 years. He has served at all levels of Phi Kappa Tau, a men’s leadership organization of which he is a past board member, foundation trustee, and national president. He is a mentor with College Now Greater Cleveland, a Scottish Rite Mason, and a member of numerous civic and veterans service organizations, including Kiwanis International, The City Club of Cleveland, The American Legion, and Veterans of Foreign Wars.
